Wiltshire Council should refuse to pay its bill to Balfour Beatty, says Trowbridge councillor C.

He said: “I have spoken to corporate director Dr Carlton Brand about this and apparently there is no penalty clause in the contract.

"I worked in the construction industry for 40 years and every single contract I got involved in had a penalty clause in it.

“I have got reason to believe that there is over £2 million in outstanding payment due to Balfour Beatty.

"They are a publically-quoted company and as such they have to publish their results every three months.

"The council has no cash penalty for non-performance, so all we can do is hold back the monies until a situation where they improve their standard of work.”

This week he has had complaints about Stallards Street recreation field, the Bradley Road Recreation Area and County Way.

He said: “I have got so many emails I can’t answer them all.”
