Mt Crushmore developer goes into receivership

THE DEVELOPER responsible for regenerating the former Tesco site in Trowbridge has gone into receivership, according to the district council.

West Wiltshire District Council said today it understands that Thiyan Investment Ltd, owners of St Stephen's Place and Castle Place in Trowbridge, has been taken into receivership.

The news comes after the district council took initial steps to complete a compulsory purchase order of the site, which has amounted to nothing more than a pile of rubble, nicknamed Mount Crushmore by locals.

Planning permission has been granted for bars, a gym and shops, but a legal agreement over the transfer of ownership of the multi-storey car park proved to be a sticking point.

Council leader Cllr Graham Payne said: "We have become increasingly frustrated at the lack of plans put forward by Thiyan outlining how they intend to develop this site. This is despite our best efforts to get them to bring forward a scheme.

"We have recently agreed to proceed with a Compulsory Purchase Order on these sites. This is not a move that we took lightly, although we felt it was the only way to push things on.

"We will now be looking for another developer with the real intentions of getting development on site as soon as is practically possible."

Ian Gallin, acting chief executive, has confirmed West Wiltshire District Council has secured an early meeting with the agent acting on the receivership.

He said: "We will be looking to work constructively and positively with them to ensure that potential new owners are able to bring forward an effective set of proposals for the regeneration of this site that will be of benefit to Trowbridge.

"Council officers will impress upon the agents the need to quickly remove the pile of rubble known locally as Mount Crushmore. We will also be looking at the possibility of retaining the car park for some use during the regeneration process.

"The council recognises, however, that this will be subject to detailed negotiations."

Cllr Michael Mounde, economic development and planning portfolio holder, said: "The whole Transforming Trowbridge project has had some positive major developments recently which will allow work to start very soon.

"I am hopeful that this news will allow us to proceed firstly with removing the eyesore that has blighted the town for too long, and secondly will bring in new owners who will look to get actively involved in the regeneration process."

Perfect time, what with all the green spaces being fried around Trowbridge for the Council to get rid of all the Crushmore rubble and turn it into a haven for wildlife and free spirits, oh sorry forgive me, we already have that, Trowbridge Park!

Only thing I've seen being developed in Trowbridge is councillor's egos and portfolios.
The Riverside project is currently held up by "Detailed Negotiations" and no doubt Mt. Crushmore will follow the same sort of timeline.
Give it a few more months and English Heritage will give it national monument status!
Maybe the various councils concerned with the redevelopment of Trowbridg should pool the money set aside for more "Visions" and employ a planning lawyer to make the developers pull their fingers out and actually develop something in concrete and not paper.

I think Mt Crushmore is one of Trowskibridgeski's top attractions and it's only redeeming feature. Leave it alone!

It needs a couple of inches of topsoil on it and a few packets of grass seeds, then a developer will see something green and want to build on it

So, let me think.... right, now, the Council is going to get into a bidding war for the assets?

You can't compulsorily purchase from the receiver - I'm guessing. And the administrator decides who gets what - depending on set rules.

I wonder who's waiting , holding their hat out under the trapdoor that this property is going to drop through?

Anybody got any idea ??? I'd bet they'll have something to do with the original outfit one way or another...

Bit like that old street (mugs) game with thee upturned cups and one dried pea.

whoever buys the mount via the receiver is likely to want to rejig what was planned, so we are going to be in for another long planning period. so mount crushore might as well be landscaped for it will be there for at least 5 years. or am i being too sceptical.

I think 5 years for a new owner to be found, design work and negotiations with tenants and Local planning authority to implementation is probably about right. Given the glacial speed of development in Trowbridge along with the difficulties developers are experiencing in raising capital to fund similar regen projects, that could well rise again. I'd like to echo the point already made here that the now defunct owner could well still profit from this, even after the reciever has been called in. With small developers like this, who are the financiers? Usually the directors of the company. I can't believe that this 'developer' was ever granted planning permission - the ameteur site visualisations alone rang alarm bells in my head years ago that their planning application was a cover to hold and sit on the site! One final point - did the firm time their bankrupcy just before their permission expired?

Whoooaah !!

Hold on ....

The owner going into receivership makes no difference to the need to find a developer who wants to proceed with the original plan AND who has the funding.

In fact, the decision to proceed with a compulsory purchase would inevitably put any special purpose vehicle handling this site into an unviable state.

The receiver still has to extract the best price from the assets of the company.
