More concerns over Moonfest
MANAGERS at a quiet and secluded camping park in countryside near Westbury
have hit out at the organisers of a music festival, set to take place
nearby.
Brokerswood Country Park is situated in 80 acres of woodland between
Westbury and Rode and is renowned for its peaceful family-orientated camping
and caravanning breaks.
They are concerned about plans by festival organiser John Green to hold a
music festival called Moonfest two fields away at Storridge Farm from August
29-31.
The festival boasts Pete Doherty's band Babyshambles among its line up and
has just announced the Stone Gods will be playing if the festival is
approved a licence from West Wiltshire District Council at a hearing.
Pauline Flemming, office manager at Brokerswood Country Park, said: "I am
not against festivals, my daughter goes to Glastonbury every year. I just
think it's a little unfair on the people who come and stay with us to have
their peaceful and gentle annual holiday disturbed by a music festival.
"For some of our guests it is the only holiday they have all year. We have
had to email people booked to stay at the same time as the festival and
offer them a refund. They are totally devastated.
"We are a peaceful and tranquil site for families and it is just not
appropriate to have Moonfest situated next door.
"We are also worried that we will be affected by badly behaved festival
goers or potential gatecrashers who cannot get in."
The festival is to be the subject of a district council licensing
sub-committee hearing because of complaints received by residents and
business owners in the area.
However, many music fans and young people welcome its arrival, a point
reiterated by the organiser, Mr Green.
He said: "I understand that people will have concerns, especially somewhere
like Brokerswood, but the festival is a great thing for Westbury and
Wiltshire and it's only three days long. I'm happy to talk to anyone who is
worried.
"It's a controlled event, not a rave, and there will be a family area on
site. It's bringing money into the area and I see no reason why we should
not be granted the licence next week."
According to Mr Green ticket sales are accelerating and he has promised new
announcements for the line-up in the near future.

Doesnt John Green know about the established Trowbridge Village Pump Festival. It strikes me that we already have enough options for various festivals with Glastonbury, Village Pump and WOMAD to satisfy most folks. I hope the application is turned down.

The head of the family that owns and runs Brokerswood Country Park is the deputy Leader of West Wiltshire District Council.
Although it is certainly plausible that the district council did not notify Brokerswood C.P. of the proposed music festival (because they are a near neighbour not an immediate neighbour), there is no way that the highly respected Cllr Tony Phillips would not have noticed the proposal for a music festival in the local press himself.
Brokerswood CP should be entitled to complain and object.
However, as a Westbury Town & District Councillor myself, I support this proposed festival which will be good for Westbury in terms of providing more diversity of activities and entertainment for Westbury and other local folk.
The proposals include extensive security arrangements which have been approved and backed by the Police.
In the whole scheme of things, this will be a relatively small and quiet music festival ... though it will definitely keep anyone trying to sleep in a tent in a nearby field awake until midnight when the music will either turn off or dip down to a much lower level.

Thankyou local bloke for your insight, however a few points you have missed which are disturbing, and worrying for residents and businesses close to the proposed festival. I am the nearest neighbour and did not get notified by WWDC, infact they told me quite the opposite when I spoke to them, that infact had they notified ANY neighbours they would be indicative of accertaining objections, and apparently wouldn't be fair. I was told by a neighbour who happened upon the application, by which time there was half a working day to get the objection in writing-not email to the council, the small notice put in the Daily Press obviously wasn't intended to attract masses of attention, otherwise it would have been half a page size, and put in the more popular Wiltshire Times. Also another point is, Yes Mr. Green has outlined plans for security within the grounds of the festival and its camping arrangement, but does not include anything for the residents close by, or within the rest of Westbury, I have read the licence application myself, so ALRIGHT JACK, you may be ok in your rabbit warren of Leigh Park, but alot of other residents have real concerns about the noise, anti social behaviour and criminal damage towards our properties and have a real right to object and try to protect our homes and families. Now Mr. Hawker, i voted for you to help with problems we might come accross in the Ham ward, so your 'opinion' doesn't really count for much, you were elected to serve us, not yourself, so pull your finger out and do what you said you would, not please yourself.

There are already hundreds of illegally put-up placards on just about every piece of street furniture in the county. That, IMO should be sufficient justification to tell these profiteers where to sling their hook.
With any luck that babyshambles pin-cushion will be back behind bars before then too.

I have not said you cannot object. You have not raised any issues with me at all ... apart from your post here, so this is the first I have seen of your opinion.
The town council discussed this at a full council meeting a fortnight ago and unanimously supported the proposed music festival.
I raised queries with the Police about the security and potential crime aspects, but the Police were emphatically confident that everything would be suitably under control.
The real difficulty with events like this is that until the first event, there is no evidence that it will go wrong. Clearly, the event will be subject to close scrutiny and if things go wrong, councillors will be armed with real evidence if any proposal comes forward for a repeat event.
In no way am I serving myself in supporting this festival as I have no connection to it in any way. I do not propose to fork out for a ticket to listen to music in a field.

Exactly my point though Sir, were any residents notified of such meeting with the town council, and did you let any of your constituants know about it?? Were any of our opinions sought?? I have not seen hide nor hair of you post election. The police cannot even keep a lid on the friday and saturday night revellers from Club Ice that cause a nuisance, disturb the peace, trash our gardens and in some cases cause damage to cars, and ok its a small minority of probably 10-15 youngsters, but what hope do we have with 5000? If we ring the police by the time they come they have moved on, or get told if there is a unit available etc etc. When club Ice has its open air events we can hear it all, as if it were in our back gardens. Did you read the application? You would have seen the objections from myself, other residents and local businesses. Oh and to clarify, in your post you said you support the festival, and as for being small...thats laughable.

All I can advise for those beleagured and conveniently forgotten about residents, if, (and only if) there are any problems with violence or destruction of property, start a little neighbourhood action group and take out a civil action against John Green! Again, I reiiterate with Village Pump, Womad and Glastonbury all very close by, I see no need for this, and with Babyshambolic headlining the wrong crowd certainly might be attracted.

carrotsandswede,
I have not seen hide nor hair of you post election.
I'm not sure what this means. During the election campaign (April - May 2007) I was the only "Independent" candidate against about twenty other town council candidates for 9 seats and 9 candidates from the 3 main parties for 3 district seats. The 3 parties had large campaign teams to deal with leaflet deliveries etc. I did almost everything myself. I had no time door to door canvassing as it took all my time just to write and deliver leaflets across 3,600 homes in the huge "Westbury Ham" ward. Sometimes, people saw me and came out to ask me some questions and others then saw me and assumed I was canvassing.
Since the election, I have been running practically flat out dealing with all sorts of issues all over Westbury.
I'm not a mind-reader so normally if people want to see me, they contact me to tell me what they would like me to do.
I do not sit on the Licensing Committee at WWDC. I suggest that you look at the WWDC website on the "Committee" page to identify which members you need to lobby with your objections to the proposed license.
Cllr Tony Phillips is clearly a good place to start for advice on the issue.
I decided to support the event because it will be in the overall interest of the town as a whole. I appreciate that some nearby neighbours will be affected a little (eg. noise up to midnight), but it is difficult to assess whether in reality there will be any problem until one has actually seen the event happen.
The organisers are actually paying the Police force to bring in suitable numbers of Police to attend and police the event along with a well-known and trusted security firm which is providing stewards.

I have never denied being Russell Hawker.
I'll ignore the moronic comments from "Sally Beenwell".
The hearing for this licence is running as I write this.
I have been informed that WWDC does not actually undertake any consultation with neighbours nor the town / parish councils nor the ward members (which explains why I had not heard of this matter directly). This is due to Government legislation about the requirement that the applicant puts a Notice in a local newspaper and the fact that his lawyer will then accuse the authority of "soliciting objections" if the authority does more consultations or publishes its own notices over and above what the legislation requires.
The new licensing Law is a nonsense, but WWDC has to follow it.

Mr. Hawker. You may be right, maybe John Green is paying the police to attend the festival, but isn't that just inside the perimeter of the fence??? to make sure drug taking, alcohol abuse, acts of violence, theiving etc doesn't happen to the party-goers, my point again being...WHAT ABOUT US!

[bold]LATEST UPDATE:[/bold]
The license has been granted with some extra conditions imposed making sure all music is off by 2.00am on Friday and Saturday night.
I believe that the music will be quieter anyway after 12 midnight anyway as it is expected that most people will go home after midnight.
-----
carrotsandswede,
I think the best way I can serve the local residents now is to make myself available to monitor what happens on each evening / night armed with my digital camera / video and a high capacity memory card.
If you would like to contact me, we can discuss what the best strategy is for monitoring this event and recording any appropriate evidence of any bad behaviour.
Regards
Russell Hawker

What's the matter with these miserable beggars? Some people want a party for a couple of days out of the year. The festival is having strict rules attached to the license. If you don't like it shag off somewhere else for the weekend. The world needs more music not less.
Why you might even hear 'Screaming Russell and The Hawkers' doing their new number 'Muddled and Confused' there.

I would love to go somewhere else, bearing in mind there is no need to use bad language on these posts, however as i am afraid my property will get damaged, i intend to stay put and batten down the hatches. I am not a party pooper, strict rules or not, i dont expect for one minute the licence holders will intend lining our streets with security guards, or police officers, perhaps you dont have a very nice property of your own to look after, or young children to consider....

Looking after my home does not entail advocating that everyone for miles around is deprived of a couple of harmless days fun once a year. Yes I have young children. I might well take them to the festival. I'm sure you will keep your dustbins away from it though. Can't go mixing them with the Hoi Palloy can you?

I am not a snob, i am a very hard working manual worker, that has put blood sweat and tears into making a secure future for myself and my children, but at the end of the day I want a descent nights sleep, without having to keep one eye open, or have to calm the fears of little ones who have been disturbed, i take it you are not on the main route to and from the festival then. And where does dustbins come into it?

It is a bit much really. This turnip head comes on here accusing people that turnip has never met of being violent drunks, thieves and drug addicts simply because they enjoy music. I'd say that turnip was very paranoid indeed!

Crikey, why is there such a witch hunt, I can verify what carrotandswede has said, if you objected to WWDC, as I did, the full hearing material would have been sent to you and an invite to the hearing today. In the report it quite clearly states why security and police have to be involved heavily. Its just two of the major terms Mr. Green has to agree to to be able to submit a licnce application.I am on the main route from the staion to the festival too, I also endure the Club Ice leavers, its not pleasant, and I too have concerns for my property and family, I don't think anyone minds a party, but 4-5000 is quite alot descending on a little town like ours. I dont think there is any need for name calling, we all have a right to our views and opinions.

I say sats party have jolly good P i s s up enjoy some good music have a good C R A P on these Veggies and who knows they might grow up to be real prize winning specimins of cabbages. Roll on harvest festival we can then distribute these Veggies to the elderly and the needy and leave us to enjoy the music.

Oh come on now. Be fair. Sally's only 14. I think she does pretty well. She can nearly spell which is pretty good for a 14 year old these days.
5000 all on the bevvy eh? That's a lot of p i s s for the ground to soak up eh? Hope they all have a good time. We can get Sally to run round afterwards collecting the empties and taking them back to Mr Patels offy to get the pennies back.

illigaf, you all remind me of school yard bullies. The moment someone new comes onto the scene and differs from your opinion you all gang up on them - granted HAWKER does deserve it at times?
Please post your thoughts, they are usually very informative, except beenwell who is nothing short of a vindictive little... But let everyone else have their say, generally conversations are more fun when more than 3 people with the same opinion join in.

The only exceptions being Mr Harding (History), Mr Phillips (Maths) and Mr Short (Science). Legends in their own life times! I always found it a shame that they were given the middle/lower sets to try and boost a - c grades opposed to helping the talented to excel at their chosen fields.
No idea on current teachers though?
To go back to the main topic though... I'm all for the music festival. West Wiltshire (In fact the whole of Wiltshire) needs as many positive attractions as possible. Yes, there might be a few issues surrounding the event, but the positives will out way these. Christ, it might actually put Westbury on the map for something besides the railway line...

I'll take you on for £5 (five pounds) though.
The real issue would be whether anything you put forward as evidence is actually "proof" of anything at all.

It is a pity that there only appears to be one person here who thinks Moonfest will be a good thing. Some good bands have been booked and it could be a fun weekend for many people, local and otherwise. From what I have been told, the conditions imposed on the organiser were quite stringent, with no booze to be brought in, music turned down at midnight, finished at 0200, shuttle buses to the campsite, strong security/police presence at both sites and on the approach roads and Estate....Come on guys - at least give it a chance, it could be a good thing for Wiltshire.

Absolutely. Personally I'd love to see a permament music venue or even better a theatre for Westbury. At present it's a journey to Frome or Salisbury which means no beer for the night unless a fortune in taxi fares is paid :-(

Absolutely. Personally I'd love to see a permament music venue or even better a theatre for Westbury. At present it's a journey to Frome or Salisbury which means no beer for the night unless a fortune in taxi fares is paid :-(

A permanent Theatre would be a fantastic idea. Perhaps old heather could do something usefull and suggest such a thing at local council level. I would,nt even mind if they named it after him in big bold lights bright lights THE HEATHER HAWKER ENTERTAINMENT THEATRE.

Sally Beenwell, I am NOT Russell Hawker. Ok? By the way, I thought this was about the music festival, not just another excuse for you to demonstrate your purile and feeble grasp of the english language and insult local people who work hard in the interests of others.....actually, I am being rather harsh aren't I? It's becoming worryingly clear to me over recent weeks that you are in fact suffering from either/and/or a serious personality disorder or some other kind of debilitating mental health issue and therefore you have my sympathy and concern. Hopefully someone in your family will soon ensure you get the treatment you need...before your dreadful behaviour adversely affects and influences your children. Good luck dear. PS I am a fully qualified counsellor and therapist so actually am able to recognise the signs of your problem.

Well Sally from another Morons point of view - I think we should Russell up some other Gender Confused Residents and have a festival they can really complain about - maybe if the powers that be are playing they will leave all us Interested but moronic Residents be.

Yep that sounds like a good idea to me. Can you phone Brussell and ask him i'm sure Heather would be most interested in your proposal.

Will this put Westbury 'on the map'?
If so, could we use this fact to stop the next MoonFest?

Mummy stop it. you know very well that the charity shop had to destroy them as unsaleable items. they were full of skid marks.

I would consider acceptable 'drug use' at a festival that there is an enormous difference between a couple of discrete spliffs to enhance the music and injecting smack. I can hardly see Mr Doherty doing
either on stage so rest easy, your little darlings won't enter the site as good honest church going bible bashing Christians and exit as raving spaced out sex mad junkies.
