THE removal of some of the mountain of rubble at the former Tesco's site in Trowbridge known as Mount Crushmore will start shortly, the district council has announced.
The Fixed Charge Receivers acting though their agents GVA Grimley will be removing 7,000 tonnes of rubble meaning the height of the mounds will be below the level of the hoardings.
Thiyan, which owned the site, went bust earlier this year.
The mound will be levelled off, reducing the impact on the town, but some rubble will be used as part of the future redevelopment of the site.
Councillor Graham Payne, leader of West Wiltshire District Council, said: "I am delighted that after the considerable frustration of working with Thiyan, we have a positive relationship with the receivers and the bank. It is great to be able to finally start addressing this local eyesore.
"We are pleased to be able to say that we are working with GVA Grimley to see if we can return some of the site to car parking in the short term."

Bill Olner MP (1) Land is within the Green Belt and should be restored to its former status.
County Councillor (1) Land is within the Green Belt in the Local
Todner Plan for the area.
(2) Development here would affect the open character of the area.
(3) Application is against PPG2 as it does not demonstrate special circumstances for allowing development in the Green Belt.
(4) The travellers have demonstrated no special housing need.
(5) Independent Inspector has already ruled that there should not be development on this land.

Background
The Ward family are traditional gypsies. The family comprises of Patrick Ward his wife Susan Johnson and their 5 children. A sixth daughter who herself has 2 children resides with them in the summer months and visits regularly during the winter months. The family were original residents of the Wolvey Road site and resided on the Griff site for 10 years. The family have been declared as unintentionally homeless, eligible for assistance and in priority need of accommodation under the Housing Act 1996 as amended. Cabinet has considered reports on this matter and a verbal update will be given to members at the meeting.

Since being evicted at the end of June from the Wolvey Road site the family have stopped on many unauthorised places. They are currently residing on a car park in Bulkington Village Centre.
Mr and Mrs Ward are both receiving medical treatment from their GP and are registered at a local practice. The Doctor considers that Susan has a great need for a lawful site as she is suffering from depression chest pains and anaemia. Since being evicted from Wolvey Road one of their daughters has taken an overdose of prescription drugs.
It has been difficult for the family to maintain access to schooling. Three of the children attend schools in the Bulkington area.
RECOMMENDATION: Refusal
Reason for Recommendation of Refusal:
1. (i) The site is located within the Green Belt (as defined by Policy GD6 of the Warwickshire Structure Plan 1996 2011) where inappropriate development is to be restricted in accordance with the guidance contained in Planning Policy Guidance Note 2- Green Belts (January 1995)
(ii) Planning Policy Guidance 2 Green Belts January 1995 is also a material consideration and paragraph 3.12 states:
3.12 The statutory definition of development including engineering and other operations and the making of any material change in the use of the land. The carrying out of such operations and the making of material changes in the use of land are inappropriate development unless they maintain openness and do not conflict with the purposes of including land in the Green Belt.
(iii) Circular 1/94 Gypsy Sites and Planning is applicable to the development and within paragraph 13 it is stated that:

Gypsy Sites are not regarded as being among those uses of land, which are normally appropriate in Green Belts.
(iv) The proposal is contrary to Policy GD6, Planning Policy Guidance Note 2 and Circular 1/94 in that it constitutes inappropriate development within the Green Belt and there are insufficient very special circumstances to justify a departure from the policy to allow a private gypsy caravan site on the land.
(v) The proposal will have an adverse impact on the open character of this part of the Green Belt and will result in the encroachment of development into open countryside.

Just like the god knows how many times we were promised 'work will begin on the site next month' before the developers went pop!
Why dont the council use the rubble for something useful, like a multi-billion pound skate park that looks like a concrete jungle??
