Residents campaigning against plans for 212 homes on land to the west of St Andrew Road, Warminster, voiced their opposition when town councillors met to discuss the scheme.
Those living in the area are against the proposal to use small residential roads in Warminster to get into the site and believe that Victoria Road should be used instead.
Councillors on the planning advisory committee heard the application has been deferred until early 2015 to allow developer Redrow Homes to submit additional information.
Residents have already put together a petition and held several car parking protests, where they parked in St Andrews Road, showing how this made access difficult.
Councillors voted unanimously for refusal of the plans, which were submitted to Wiltshire Council in July, although the application will probably be resubmitted next year.
