PARKING attendants in west Wiltshire have been accused of coming down too hard on disabled drivers for minor breaches of parking rules.

Last Friday, at least two disabled motorists were given tickets for their cars being outside the parking bay, in one case by just a matter of inches.

Pensioner Robert Lewis, 87, was handed a ticket and ordered to pay a £50 fine after he parked in a disabled bay in Fore Street and his front wheel was a few inches over the white line.

Mr Lewis, of Bradley Lane in Holt, said: "I pointed out to the parking officer that the tyre of the front offside wheel was actually resting on the white line but she insisted the charge should stand.

"Three of the wheels were well within the space provided and I wasn't stopping any traffic from getting past.

"I passed my test in 1939 and have had a completely clean driving licence ever since they really need to deal with the habitual offenders.

"I am a pensioner and find great difficulty getting in and out of the car, I use a swivel cushion, and I find difficulty walking even a short distance and use a tri-wheel walker which I need to unload from the car."

Across the street, another disabled lady was also given a ticket for the rear wheels of her car being over the disabled parking bay.

Jenny Collis, of Yeoman Way in Trowbridge, parked her car in another disabled bay in Fore Street, but left her rear wheels overlapping into the loading bay next door as there was a delivery van blocking the rest of the disabled bay.

She said: "I thought I was being considerate in leaving enough space for the delivery van driver to get into the back of his van.

"I wasn't blocking the loading bay and people could still get in there and park. "The delivery van was parked there for at least 45 minutes but the parking officer said that was allowed. Why couldn't he have parked in the loading bay instead and left the disabled bay for people who really need it?"

Both Mr Lewis and Mrs Collis are contesting their tickets and have lodged appeals with West Wiltshire District Council.

A spokesman for the district council said: "With regard to the parking issues, unfortunately we are not able to discuss or make comments regarding individual Penalty Charge Notice (PCN) cases, especially those that have not gone to appeal.

"If a member of the public receives a PCN and they believe it has been issued incorrectly they have the right to appeal."

well the rest of us get tickets for the same things so why should you get away with it just because you are disabled?

Blue badge holders can park on double yellow lines so long as its not right by a crossing, so why does it matter if a wheel is an inch or two over the line?

This mentality applies not only to the disabled but across the board of anyone people that feel they are treated differently by society.

One minute it's, treat us as equals, once this happens it's, treat us different.

There really is no pleasing some people.
Lets just accept that.

I had a ticket once it was put on the car while I was walking to the ticket machine over 100 meters away the time on the PCN was 14.15 but the ticket from the pay and display machine had the time 14.07 it took some doing but they finally cancelled the ticket

I know there are some deserving cases of blue badges, but there are many I see getting out of their cars who seem quite able bodied to me.

If this guy can't park after more than 60 years of driving, maybe he shouldn't be driving at all.

Pay up and shut up.

the mean minded bigotry expressed on these pages beggars belief! I think the real issue is the draconian enforcement of the parking rules - remember the pregnant lady reported last month. The lady in this report was being courteous and thoughtful to the van driver who had parked in the disabled bay - but she was fined for a minor infringement

You're being unfair. We've all seen it, blue badge displayed and healthy-loking tracksuited lout leaps out. Too many are being misused.

Thanks Walter, absolutely right, widespread misuse of blue badges undermines the whole system and does nothing to help the needs of deserving badge holders.

You're being unfair. We've all seen it, blue badge displayed and healthy-loking tracksuited lout leaps out. Too many are being misused.

Who is this 'we'? I have never seen this 'jog suited lout' that you are on about. What town was it?

oh come on...if they guy had parked as shown in the picture...its not as if he's obstructing traffic....is that all the traffic wardens have to worry over??? It seems petty to me

You will be surprised and hopefully pleased that I agree with you 100% on this one, Whiteraven. Before anyone asks, no I am not disabled and no, I have not had a parking ticket either.

I just find it so petty for wardens to enforce rules just because they can with no benefit to anyone and to the detriment of the most vulnerable.

I knwo there are alwasy a few who abuse the disability system but I also know disabled people who avoid having stickers and so on because of the sort of mean minded bigotry expressed on these pages.

Better a few get away with a trivial infringement than one genuine disbled person suffers from from this bureaucratic lack of compassion.

I wonder how much money has been accumulated by the council since the introduction of these PCNs, and what is it being used for? Does anyone know? No improvements anywhere that I can see. Trowbridge traffic seemed to flow very well for a long time without this over-zealous control. I watched these two cars being ticketed - who on earth would even want to do a job like that!
