Wiltshire Council leader Jane Scott has decided not to accept her controversial rise in allowances, a Freedom of Information request by the Gazette has revealed.

Coun Scott would have been eligible to receive total allowances of more than £52,227 up from £37,335 - an increase of nearly 40 per cent - following the council vote to increase allowances in November.

But the FOI request confirmed Coun Scott and Coun Stewart Dobson, from Marlborough, had refused the increase and Coun Laura Mayes, from Devizes, had refused half of her increase in allowance.

Coun Scott would have been entitled to £12,289 for being a councillor, £30,772 for being council leader and £9,216 for being chairman of the health and wellbeing board.

The increase would have been backdated to last year’s May elections.

Before the vote Coun Scott received £25,168 for being council leader and £12,167 for being a councillor.

The basic councillor’s allowance went up by one per cent – a rise of £122 while those councillors who are members of the cabinet saw allowances increase by at least 22 per cent from £15,101 to £18,433 a year.

Only last week Coun Scott defended her decision to take the rise in allowances after she was criticised by Eric Pickles during a visit to Wiltshire.

She said at the time: “I will be taking the allowance, as will other councillors.”

Today Coun Scott said she made the decision not to take any increase in allowances over the Christmas break.

She said: “The campaign had become very personal and it was detracting from us getting any information out on the many positive projects the council was undertaking. I have received the increase up to December but I will be repaying it.

“I will only take the same allowance as I had before the decision was taken on the increase.

"I will not take the allowance for the health and wellbeing board. I am happy to do this job for free as I have done for the past two years but it is a big job and if someone else takes it on in the future they should receive a proper allowance for doing it.”

A motion calling for the allowance increase to be overturned will be debated at a full council meeting at County Hall, Trowbridge at 10.30am on Tuesday, February 4.

Whilst Jane Scott MAY have now decided not to take the pay rise SHE gave herself, why on earth should we all sit back and watch Laura Mayes (and/or other councillors...) only "take half" of her pay rise ??......no "medals" for that one, surely ?..

I truly hope that Jane Scott is aware that, just by "declining her pay rise", she is NOT "off the hook" regarding ALL the other excessive spending and waste of tax payers money that she and her Conservative Cabinet have been a "party" to, with since she became Leader ?..

There remains MANY other unanswered questions to be asked of and answered by Ms Scott and her Cabinet as to why they spend Wiltshire's Government Funding ONLY on what the Conservatives want instead of on the People of Wiltshire and Service Needs ?..

We all deserve a FULL explanation from Jane Scott as to WHY she has "changed her mind about her pay rise"..

Perhaps she would be decent enough to tell everyone who is STILL coming to the Meeting at County Hall on Tuesday 4th February at 10.30 am ?..

Jane Scott is NOT paid an Allowance by tax payers to "get anything wrong"...

She IS paid to serve her County for all the reasons she said she would and NOT just for the benefit of the Conservatives.....

With respect Ms Scott, leave your Politics at home and earn the Allowance you are paid to do the job that you seem NOT to care about anymore ?

Regretfully that decision is a personal one and one for which I congratulate her for.

It is not a decision that is going to effect the rest of the councillors?.

We now need to concentrate on the other councillors who are still going to benefit from quite substantial allowance increases. These are the councillors that are members of the cabinet, along with those that chair scrutiny committee's along with outside bodies and right down to Area Board chairs etc.?

The meeting on the 4th February needs to go ahead and the more members of the public who can attend need to attend to see how the other councillors react to having to defend their original decision.

Democracy rules I hope?

Ahem....I ,for one, am "confused even more..com" given that NONE of us forced Ms Scott to give herself a pay rise and then take it regardless of a Need for it being spent on the People of Wiltshire and the Services that we did NOT get BEFORE the "rise"......

There is surely NOTHING "personal" about Democratically challenging ANY Council Leader regarding questionably poor Decision Making ?

It is said that: " if you cannot stand the heat, get out of the kitchen" .....

There are many People who are pleased that Ms Scott has searched her Soul and made what IS the best decision for Wiltshire...

There is NO need for Ms Scott to try to give the impression she has been 'detrimentally affected by the campaign" other than she might well know now what it feels like to NOT have her own way, just because "she can" ??.....

The Need now is to move on and lets all try to get the "wonderful" put back into Wiltshire without ANYMORE Conservative interference ?..

Sincere & very grateful thanks go out Paul Gaunt and the non Conservative Councillors at Wiltshire Council who care about the People...

Much empathic support goes out to the Staff left at the Council who are more than likely far MORE affected by each day at work than Ms Scott will EVER be by the Fracas she HAS caused over her "pay rise"......

She leads a billion pound council and has done a great job. Anywhere else she would be earning hundreds of thousands for doing the same job. If we want our Councils to be run by a fair cross section of people who are talented and can do the job, then we should pay at least a good living age commensurate to their office and abiity.... At the moment there are only the well off and retired who can afford to be Councillors.... WE have to recognise this and pay people an adequate recompense for what they do and that way we will get the right people to represent us in an effective way!

She has no experience in running an enterprise of this size and budget.

If it were someone from the business world with the skills and experience needed they might deserve it.

I do not think any one in business would survive long by choosing their customers from a few cronies or only selling to a favoured few while penalising the others.
This woman is incompetent to a disastrous degree.
A successful enterprise gets its workforce on its side, motivated and happy in their work otherwise you end up with WCC as it is now.

Did anyone hear the lady on Radio Wiltshire trying to explain her flip flopping. It really was embarrassing. The interview had her on the ropes. Little semblance of firm, clear leadership there.

I wonder if all the Conservative Cabinet still back her.

The current situation is one of total confusion.

The meeting is still going ahead at 10.30 am on Tuesday 4th February. There will be a vote to scrap all the massive allowances that the Conservatives pushed through on 12th November 2013.

Jane Scott has said that she is going to vote against this notice of motion, but in the same breath she says that she will not be taking the increased allowances. It is very likely that most Conservatives will vote to keep the allowances but will they personall forgo them like Jane? Utter confusion.

If the increases are not officially thrown out on 4th February, what is to stop the Leader and others, who have declined them, coming back in a few weeks or months and say, I have changed my mind I now want the increased allowances?

The only simple solution is for councillors to vote to scrap the increases. But willo enough of them have the bottle?

Me thinks that the Leader and possibly her Cabinet are too clever by half and out to hoodwink the ordinary folk of Wiltshire.

Don't let them do it. Keep the pressure on and sign the petition.
