Trowbridge protesters present Bowyers petition

The saga surrounding Trowbridge’s failed £46m cinema and supermarket redevelopment plans continued when a 1,000-name petition was handed over to Wiltshire Council.
Dozens of angry residents, who want to see the old Bowyers pork pie factory in Stallard Street redeveloped, turned up at the Trowbridge Area Board meeting on Thursday last week, to see the petition
presented to its chairman, Councillor Gra-ham Payne, who has publicly supported the plans.
People were turned away after handing over the petition, because the meeting room at the Trowbridge Civic Centre was too small for the large numbers present.
The petition was organised by mother-of-two Rebecca Millard, who had organised a 400-strong march through the town a week earlier.
Ms Millard said: “I’m amazed at the response we have had since we started the petition just two weeks ago.
“People are still wanting to sign it, so we are gathering more signatures and then we hope to send it to the Government.”
South West Wiltshire MP Dr Andrew Murrison last week volunteered to take the petition to Parliament, so the issue could be discussed in the House of Commons.
The meeting was attended by Fleur de Rhe-Philipe, cabinet member for economic development, and afterwards, Cllr Payne said: “The petition will now go to the full council for reporting and that will
have to be noted by the cabinet.
“It’s not dead in the water. Fleur has reiterated that she was prepared to work closely with the developer, Prorsus, to reach a mutually acceptable compromise for the site.
“As a supporter of the Prorsus scheme, I am also delighted that the local MP, Andrew Murrison, has pledged himself to support the initiative and I believe the combined pressure from right across
the district will yield a positive result.”
Angus Horner, managing director of Prorsus, which is behind the Innox Riverside scheme, has already appealed against the decision.
A Government planning inspector is likely to hold an appeal hearing in Trow-bridge at the end of the year, with a view to announcing a decision in early 2013.
It will mean that if plans do get the go-ahead, they will have had a six-month delay.
If they are realised, there is a promise of a Cineworld multi-screen cinema, a Morrisons supermarket, six restaurants, including a Frankie & Benny’s and a Prezzo, and a Marston’s family pub set
alongside a riverside walk.
The £46m scheme would create 500 low-skilled jobs, a factor which has proved popular with protesters.

We now live overseas in a city I don't mind paying my rates. Its clean, beautifully kept and consolts with the public on all major developments before building.
Shame on you Wiltshire Council Trowbridge will continue to be the poor relation to other Wiltshire market towns.

I do recall Rebecca Millard on her own Facebook support page stating that she was not solely campaigning for another cinema but solely for the development of Bowyers site. Maybe she could petition Angus Horton to put something other than a cinema on the site...
I would like to see the Bowyers site developed - Lets have a Morrisons store and petrol station and something else that is viable at the same time as complimenting the town.
If you look at L&G development timeline you will see that they will be handing the Odeon building over to Odeon in April 2013. I have no reason to believe this will not happen as they so far have been silently delivering their promises.
I hope the people of Trowbridge appreciate that L&G Leisure have not got caught up in the mud slinging that has been the notion of other camps so far.
God Bless L&G Leisure! The first company that has looked at Trowbridge seriously in over two decades and will actually action their words! *tips hat*

Ahh so you would like to see a Morrisons now would you?--changed your tune have you? So much for TRAM- it got derailed pretty quickly.
And you would prefer a loss making company to run a cinema in Trowbridge would you, rather than one that has been consistently in profit?
Just because a cinema is being constructed on SSP doesnt mean to say its the right one-
I want you PCS- to give us in detail your answer about how you are going to address the car parking on holiday dates for this cinema or when big events happen in the park.

You obviously agree that there should be an Odeon monopoly here from Bath to Salisbury meaning high evening ticket prices and paying for their losses as a result.
Thankfully for the people of Trowbridge and West Wiltshire and beyond-I dont agree with this monopoly full stop.
Cineworld are committed to build here-so regardless of what you keep on trying to do, which is to sow seeds of doubt -or why we shouldnt have another cinema because one is already under construction-or that a cinema should now be removed off of the Innox Riverside????-YOU JUST DONT YOU GET IT DO YOU??!!!!!!!!!!
The Cineworld cinema WILL happen as and when the IR gets through the appeal.
The planning inspector will see all the adverse comments about the car parking at SSP and letters that have been raised especially from a cinema professional like myself and the problems of the hotel residents parking; and restaurants and the park and civic centre compounding the area with traffic; and the workers and shoppers that use a multi storey car park that is covenanted and was GIVEN to Trowbridge-AND NOT GIVEN TO A CINEMA OR HOTEL!!!!! .
He cannot and will not ignore this.
And finally when the groundbreaking happens it may well be a situation that IR opens 6 months after SSP,but it wont be a moment too soon because people will realize what I and many other people on here have been saying all along.
AT SSP-THERE ISNT ENOUGH CAR PARKING!!!!!!!!!!!!!

Just an extra 111 spaces for a 1230 seater cinema, 500plus people in restaurants and an 80 bedroomed hotel and for events in the civic centre and for the park (i guess all the employees of SSP with cars will use the free multi storey car park thats rammed daily 8am-6pm otherwise they'll get a ticket on the 111 space one)--give me strength-all of my film colleagues say its laughable.
Ive watched from the multi storey car park over the last week the surveyors doing their job and the diggers rearranging the soil and the spoil. From what I can judge,they must think we all drive mini's.I think large transit vans and 4 x 4 cars will be touching white lines(instant parking ticket my guess)-and who do you think will be using the Premier Inns frequently? thats it- reps with large cars and mr white van man-this is going to be an absolute classic.

You can hardly talk - your professional opinion has changed so many times since October 2011.
The planning inspectorate will look at ssp only in the sense of sustainability of a second cinema - parking arrangements at ssp are not only irrelevant but carry no bearing on IR.

Fact is there was no reason to refuse SSP. It might not be perfect, (especially for immediate car parking) but there was nothing to refuse it on. Also in response to these ‘theories’ that the Council manipulated a cinema to be built next to the civic centre the market decides what is viable and comes forward, not the Council.
SSP was decided first because it didn’t have issues coming out of its ears like Innox does, there’s no supermarket for one. If the Council refused to issue a decision, there would be another appeal AND a 6/7 figure award of costs for unreasonable behaviour. Willing to have your Council Tax go up to pay for it marchers?
The main obstacle to Innox, is actually Mr Horner. His point blank refusal to change the plans to meet highways concerns is the main sticking point for Councillors. It seems to me at Committee that that was their main concern. The marchers all put their faith in a man who claimed, in writing, to have agreed solution with network rail. Network rail said no deal was agreed. He also peddles other half truths about the petrol station being removed. If he was so sure the scheme is awesome, why did he remove the petrol station from the proposal?
An appeal ‘victory’ won’t get you the petrol station. It will only approve the existing plans.
Why don’t you 007 and Rachel use your influence on Mr Horner and get him to change the plans and include the petrol station, without demolishing the listed buildings nor putting a huge forecourt right next to them. Also sort out the highways issues, use the arts budget to pay for it and re-apply for planning permission. You are far more likely to get an approval from Councillors that way.
As for another supermarket and cinema, I’m in-different. Let competition and choice win the day.
Shame the ‘riverside walk’ can’t be improved. You’ll have a huge blank elevation with plenty of corners for muggers to hide in and the north east facing outdoor restaurant spaces in near constant shadow will be very enjoyable. And cold. Only on days like today, will they be worth visiting.
As for Dr Murrison getting involved; why didn’t he speak up when both applications were in? Seems a tad opportunist jumping on the back of a good old protest with a bit of publicity.
So come on 007, use your influence. Get Mr Horner to sort the issues out and try again. A new planning application is likely to be quicker than an appeal decision. Rachel, I admire your get up and go, you’re the type of person that will make Localism thrive in our area. You too can help make Mr Horner change his plans for the better. That way you get the full monty, with petrol station, rather than risk getting nothing if the appeal is lost.

The SSP site is being readied for construction to begin in the next week or so. Still silently delivering promises on schedule. In one way I admire L&G for their silence but if I were Tim Russell I would probably have tried to hit you harder than he has.
