THE former Black Swan pub in Trowbridge will be converted into flats and terraced houses against the recommendations of council planning officers.
In September, Monarch Building, based in Hawk Street, Bromham, submitted plans to convert the listed building in Adcroft Street, Trowbridge, into five flats and build a further three terraced homes on the car park.
West Wiltshire District Council planning officers recommended the flats be approved but the terraced homes refused.
Officers cited a shortage of car parking spaces and a potential overshadowing of neighbouring properties as reasons for their decision.
Trowbridge Town Council also objected to the proposals.
In a report, the council said: "This is out of character in a Conservation Area and overdeveloped for the site. This would have an adverse affect on the street scene.

"It was noted that the plans were poorly presented for this type of development."
But councillors voted for the plans to go ahead at a committee meeting on Thursday.
Planning permission is subject to four conditions. Samples of the materials and wall panels have to be approved by the local planning authority, work on the disposal of sewage also needs approval and surface water drainage work needs to be completed.
At the meeting, Cllr Tom James said: "I find it impossible to support the officers in their present refusal to this site.
"This is an edge-of-town site that has been crying out to become developed for a long, long time.
"There is no reason for refusal for this development on parking grounds."
Applicant and co-owner of Monarch Building, Dudley Garrett, told the planning committee: "For the last 10 months we have spent a considerable amount of time and money collecting rubbish that people dump there.
"We have now reached a point where we will either develop the property or let someone else take it on."
Monarch Building did not wish to make a further comment following the committee's decision.

Saying that though when they knock down the hospital and build nice new houses and the Wilts NHS take back the 2nd pitch at Trowbridge Cricket Club to build on I am sure everything will be lovely.
Quite surprised no report on the cricket pitch being taken back and built on!

WWDC is a shambles - and that's being (very)generous. Car parking is a serious issue for anybody living nearby - certainly looks like a case of councillor NIMBY tactics - not near my place - so I don't care.
Any why... when there's loads of "unused flat space" in the town are car parkers being harassed by busy-body wannabe police?
Transforming Trowbridge eh? ... pass the vomit bucket.
We, the taxpayers - are subsidising all this bufoonery.
