The former Victoria Garage site has been cleared and is about to be investigated for possible contamination.
It will be redeveloped into 12 flats, four maisonettes, two shops and a convenience store, which will replace a former Cost-Cutter outlet.
West Wiltshire District Council's planning committee is due to discuss plans to alter a condition attached to planning permission, which is still to be granted.
The condition currently states that no deliveries are allowed on Sundays and Bank Holidays and the applicants want it to be lifted.
