Trowbridge residents urged to attend Bowyers appeal

Wiltshire Times: A planning appeal over development of the former Bowyers site starts on Tuesday A planning appeal over development of the former Bowyers site starts on Tuesday

A planning appeal which could result in a cinema being built on the former Bowyers site will be held at Trowbridge Civic Centre at 10am on Tuesday.

Developer Prorsus is appealing against Wiltshire Council’s decision to reject plans for a Cineworld multiplex, Morrisons, six restaurants and a pub to be built on the derelict site, in June 2012.

The Planning Inspectorate will be overseeing the hearing which is expected to last up to four days.

Prorsus saw plans for a ‘reserve’ application – which substituted the eight-screen cinema for an unspecified leisure facility and added a petrol station – accepted by the council in February 2013.

Despite this, the company has decided to pursue its initial £46m redevelopment plans. If the appeal is successful, Trowbridge could be home to two cinemas after a seven-screen Odeon opened at the £17m St Stephen’s Place Leisure Park in November.

Angus Horner, Prorsus’ MD, said: “The cinema is the sole sticking point between us and the council; we hope the inspector shares the views of the majority of Trowbridge residents and supports us.”

After the cinema plan was rejected, around 400 residents staged a protest march against Wiltshire Council’s decision, from Bowyers to County Hall.

Wiltshire and Trowbridge Town Councillor John Knight has called on supporters of the cinema plans to attend the hearing.

He said: “I’m firmly behind this application and that opinion has never changed. I will be attending the meeting and hopefully get to say my piece as the local councillor.

“I would encourage anyone who can get down to attend the appeal as it is important for the inspector to see that there are people in Trowbridge who are passionately behind these plans.”

It would be great to see anything in place of the current eyesore, but how about an ice rink and bowling alley with restaurants to complement the existing Odeon?

We have been waiting nearly two years for this to be resolved. 1000's of local people have been behind this project from the start, well before the Odeon got the green light. We believe This County Town can support this developement (even with Two cinemas) and more importantly, the people who are puting their millions of pounds into this town believe in this project being successful. Trust the developers, they wouldnt waste their time and money if they didnt think it would work. People Please show your support on Tuesday.

Sorry Sliemaroo but this is the original main application which includes the cinema which the Planning inspector will deliberate on. Any ice rink or bowling alley will not go on any site unless there is a cinema with it as the anchor and there just isnt the space for bowling alley or ice rink within the site. That said there is always potential space on the town bridge on the site of the old Harris motors/bathroom showroom for ten pin bowling if the cinema gets passed and if there is interest from a bowling company as a result of the main application being passed.

Having suffered the excruciating traffic jams at that end of town over the Christmas break, I would hope that traffic & pedestrian management is the key thing now. (I’ve managed to avoid them in previous years, & you can tell I haven’t checked if it’s sorted on the plans!)
If Prorsus’s business research shows a 2nd cinema keeps BOTH viable (plus all those restaurants!), then let them at it.
My current concern would be vehicle accident rate, frustrated driver & pedestrians, & turning people away from the town – all due to the intolerable traffic jams & poor traffic management.
Have to admit, when SSP is finished with all sites occupied, that area will look excellent, it's already great, what an improvement.

Bythesea Road/Stallard Street/Holy Trinity Roundabout are dreadful traffic bottlenecks. The Shires Gateway development made it worse. Sorting out Bowyers site is needed but the traffic issue needs working out first.

What a waste of money, Trowbridge cannot support 2 cinemas, especially with Bath, Salisbury, and at a push, Swindon and Longwell Green having multiplexes.

The site would have been better suited for a new campus for Trowbridge College, not another Supermarket, all that is needed now is for Waitrose to show an interest in Peter Blacks and Trowbridge will have a full house......Oh wait.....

Perhaps the old Bowyers site should be developed with a new sausage factory. I for one would much prefer a plate of sausages than a visit to the cinema.

I currently live in a prosperous town of circa 160,000 residents and it can just about keep 1 cinema afloat. I seriously doubt Trowbridge (which I will reside in very shortly) with approximately 30,000 residents can keep two going.

Variety is the spice of life people, it doesn't matter who applied to be a cinema first, build something else!

Show your support on Tuesday at 10am? Yes that's right when most people who can afford to use the facilities (whatever they are) are at work!!

Agree 100% with the need for proper sports facilities, 50m pool, climbing wall, gym/dance studios.

We have a society that is full of obese lazy children yet we are doing little to get them motivated. Let's build another cinema so they can stuff their faces with junk food & sit on their backsides..........

Ha Ha,it's bad enough in Frome but i would have thought the top priority is to get an out of hours service at your Hospital, this should be for a county town the no 1 priority.
You don't want to end up like us,,£27 million spent in 5 years on a new Hospital and docs surgery yet we have to go to Shepton or yeovil when ill out of hours!!!!
You lot should have an A and E dept.

In reply to Man of Wiltshire and Mark in Melksham, you must forget this blinkered attitude of just Trowbridge- Multiplex operators build with a view to catchment and drive time. There is a catchment of nearly 300000 people within this area outside of Bath extending from Trowbridge up to Chippenham across to Devizes and down across below Warminster to Salisbury. Not only that but there is a vast catchment of people extending 2 miles across the border after Southwick way into Somerset to Frome/Bruton/Shepton Mallet and to Radstock.
Apart from Frome with a single screen, the nearest multiplex is 37 miles away in that direction in Yeovil. We are in one of the last underscreened areas in the country and is why Cineworld wish to build here too. As for closing the cinemas after they have opened-thats a ridiculous statement. These are the two largest cinema operators in the country and they are both after market share. I can tell you now that if one was to close-it is more than likely that the more successful operator would attempt to buy the other site to add to its screens.
And Kringle --you are talking nonsense. The Trowbridge Odeon is probably one of the most successful 7 plexes in the country. It was reported that on the opening week the cinema achieved 25000 admissions-thats unheard of for a 7 plex thats just opened. It must have had many sell out performances and has no doubt achieved that over the Xmas holiday and is still building on its success.
Innox riverside is going to be a much better development especially by being next to the railway and it will transform Trowbridge and help retail.
After the bombshell of Knees moving out of the centre its going to be much needed in its original application form

The crazy planning trowman is of allowing the St Stephens Place site to go ahead creating a monopoly for Odeon and lack of thinking by the council that whilst a viable operator wanted to build at innox riverside no decisions should have been taken whilst it was in obeyance and had not gone through the final process of the planning ispectorate.
As it is Innox Riverside was and still is the better site with better car parking, the rail link and a larger cinema. Its what the people marched for in 2012 and it should have been heard first . Just because there was a pile of rubble that was at St Stephens Place for years doesnt mean to say that the cinema should have been automatically sited there when the location at Innox was far superior
