A simple solution
Re the horrific accident on Lansdown Lane, Bath, there is another equally steep road, the A46, running from the M4 down into Bath. In order to alleviate the effects of a similar mishap there is a sign partway down the A46 which notifies drivers that in a short distance there is an escape lane.
Sure enough a few hundred yards further on there is a lane on the left which is filled with gravel to slow down an out of control vehicle. Some years ago the authorities, for reasons best known to themselves, placed metal bollards at the start of the escape lane, effectively preventing any vehicle from using it. The advance warning sign has been left in place.
