I appreciate that Mr Clark is our local councillor, but I do sometimes wonder if he tends to portray his own personal views as those of his constituents. As a lifelong inhabitant of Hilperton, I can say I do not share his views on many articles, and know many others of the same thought. That said, he is elected, I believe in the right to free speech (within reason) and I believe we live in a democracy. But an elected member of local government is supposed to represent all his constituents, and therefore should be wholly independent.

The purpose of this letter is, how an elected member of the council can appear so dense, I would have thought it obvious that a county councillor cannot pass off his own personal views on Wiltshire Council headed paper, for fear that those personal views could be construed as those of the entire council and that would be totally wrong. It is called “passing off” and personally I think it would be a misuse of public money.

We have here a case in point, AAs far as I am aware the council is basically in favour of some sort of development within the Hilperton Gap, if Mr Clark’s letter to his constituents were written on WC headed notepaper, some may believe the letter is from the council itself.

I have no idea why Mr Clark has got in such a tizzy about this, not only do we have last week’s letter, but his website has pages on the subject, the old saying involving “toys and prams” come to mind. If Mr Clark wishes to get his personal view across to the inhabitants of Hilperton, the answer is oh so simple: write the letter on his own personal headed notepaper and print it at home, thereby not passing off and not wasting council tax payers' money on his own personal crusade.

On that issue I wonder if the inhabitants of Wiltshire know how much council tax money Mr Clark has wasted, calling in various and numerous developments, like the one off Devizes Road in Hilperton, only to lose and cost us all money. He is also threatening to call in the 50 mph speed limit on the Hilperton relief road, even though WC support it following extensive studies.

I think the council should adopt a limit to the number of issues one councillor is allowed to call in, three per annum would appear fair. I appreciate democracy costs, but at what cost are all the lost causes Mr Clark seems intent on pursuing? Has he not yet realised, you cannot beat the multi-national companies and the establishment with vain words and a few pieces of cardboard spouting irrelevant guff? Is he really representing the majority or a very small minority?
